World Domination through Planet Development - Chapter 70

Episode 70. El Dinero Blanco
Durango State, Mexico.
Jose Luis works in a notary office in the state of Durango.
He worked as a lawyer and became a notary public. Being a notary public, which handles legal notarial work, would be a good job in any country, but in Mexico it was a little more important.
Because it plays a fairly essential role in legal activities.
Of course, since he works as the main notary public in this remote corner of Durango, he could be said to be a step behind Mexico City.
Still, he had his own sense of pride. He could be seen as having returned to his hometown in glory, so he had a pretty good reputation among his family and acquaintances.
Early morning.
The sun has not yet risen.
He was waiting for a client to notarize a large real estate transaction this time.
I was sure I was going to arrive at this time… There was currently little traffic in the area.
Jose Luis glanced at his watch, wondering if he had gotten the time wrong.
Boooooooo.
“hmm?”
Just then he saw a car approaching him.
Swish.
The car window rolled down and the face of a foreign man appeared.
“Are you a client of the Azero Notary Office?”
When the man saw him and didn’t say anything, Jose asked him first.
Nod.
Jose Luis responded with a smile on his face even as the man nodded silently.
“Nice to meet you, I’m Jose Luis.”
“Get in.”
“Well, he can talk, at least,” thought Jose Luis as he quickly approached the vehicle.
As he was about to open the car door, he suddenly saw a red dot on the handle.
…what?
I noticed what looked like bloodstains, but I didn’t think much of it and got into the car.
Click.
The vehicle took off as soon as Jose Luis got on board.
Boooooooo.
Jose Luis, wearing a belt, glanced at his client. Something about the silence made the atmosphere seem cold.
In the strange atmosphere, Jose Luis suddenly felt uneasy.
Am I really in this client’s car? Am I a fraudster? Or a criminal?
“Excuse me, may I ask where you are going?”
Jose Luis looked at his client and asked him cautiously, but he just kept driving and didn’t say anything.
At that sight, Jose Luis turned his eyes and glanced at the car lock.
It’s in the middle of the city and not that fast, so it’s easy enough to jump out and escape.
While he was looking for a way out.
“It will take some time, as we have to go a little far.”
The client suddenly spoke to him, perhaps sensing his anxiety.
“Oh, yes… .”
“It would be nice to at least close your eyes for a bit.”
“No, it’s okay.”
“Well, whatever.”
I was able to relax a little as small talk ensued, but I still had some lingering doubts.
“… Excuse me, but can you please verify your identity?”
The client glanced at Jose Luis and took something out of his pocket.
“Here it is.”
It was a passport. Jose Luis opened the passport and saw that it was indeed the client’s. He was a foreigner from Saudi Arabia.
“I’m sorry about this. I need to go through some formal verification procedures…”
“I understand.”
Feeling completely relieved, Jose Luis stopped asking questions.
The client didn’t seem to like talking either, so the vehicle the two were in quietly headed toward their destination.
How far did the car go?
The surrounding area was completely filled with farmland.
But the road going in this direction was a bit problematic.
“Excuse me, client.”
“… … ?”
The client turns his gaze slightly and looks at Jose Luis.
“I don’t know where you’re going, but you shouldn’t go in this direction.”
“… … .”
There is no answer this time either.
Jose Luis began to feel anxious again, because the area around here was private territory for drug cartels.
The state of Durango is effectively under the control of El Dinero Blanco, one of the drug cartels.
The El Dinero Cartel had such a firm grip on the area that there was hardly anyone in Durango, from state politicians to the police, who had not received money from the cartel.
That’s why everyone who lives here knows this area. There’s no one who doesn’t know that this is a place you shouldn’t enter.
But the foreigner simply moved forward, not knowing whether he knew anything about such things or not.
“Excuse me. This is a place where you could die if you go in. I guess you don’t know much about it… This is the private property of the cartel.”
“It’s okay. This is the right way.”
The client says so, so there’s nothing more I can do.
Maybe they are trying to dispose of some of their land in El Dinero, and that is why they are dealing with these foreigners.
But usually, in such cases, there would be a separate notary public in charge of the work within the organization… .
While Jose Luis was unable to do anything, a huge mansion began to appear in the distance across the street.
The mansion was blocked by a high wall before they could even get close, but as they approached, the gate opened by itself.
As I passed the main gate, I saw armed soldiers surrounding it.
What is it? Are you a cartel member?
But I’ve never heard of a cartel member dressing like that. They may be armed, but they don’t look like heavily armed soldiers.
We arrived at a mansion with an unknown atmosphere.
After parking the car appropriately along the parking line, the two got out of the car.
Before entering the mansion, you have to climb quite a few stairs. When you look up, you can’t help but feel that it is very daunting.
However, the client did not stop and started climbing the stairs first, and Jose Luis followed him when he saw him.
He had never been there, but this place looked like the mansion of a drug lord from the cartel. There was no other mansion of this size in the state of Durango, and no one but a drug lord could possibly live there.
If we climb all the way up these stairs, some scary gang members will be waiting for us.
Sob. Sob.
The stairs are so high that I feel a little out of breath.
The moment I finally reached the main gate of the mansion, catching my breath.
Huh!
Jose Luis almost fell backwards in surprise.
Because there were countless corpses piled up around me. When I looked around the corpses, I noticed that they looked like cartel members.
“What are you doing instead of coming?”
As he was looking around with his mouth wide open, the client who was leaving ahead of him turned around and asked him.
“Ah… no. This… this is…”
“There’s no time, so follow me quickly.”
As the client said what he wanted to say and went ahead and entered the mansion, Jose Luis was left alone and quickly ran in with them so as not to be left behind.
And the sight that unfolded was no less than that outside.
There were corpses and blood everywhere. They all looked like members of the cartel.
The only difference was that the heavily armed soldiers seen at the main gate were standing in every corner with an intimidating look on their faces, keeping watch.
Gulp.
Jose Luis swallowed.
What on earth is going on here?
These organizations are influential not only in the state of Durango but throughout Mexico, so how can they be so easily destroyed?
While Jose Luis was lost in thought, they soon arrived in front of a large door.
The door, decorated with an antique feel, seemed to suggest to anyone that this was an important room.
Squeak.
And they opened the door and went in.
There were soldiers around, and a table was set up in the center. There was someone sitting at just one of the seats.
He was the boss of El Dinero Blanco.
The problem was that he didn’t look well. No, at first glance, he looked like he was already dead.
The client walks slowly and sits down across from the boss.
“Okay, now it’s your turn.”
Jose Luis, who came along unexpectedly.
“yes?”
“Since you have hired me as a notary public, I need you to notarize our real estate transaction contract.”
we…?
Jose Luis looked at the cartel boss, who was supposedly the client and the other party to the contract. There was no one else we could consider to be us.
But it’s hard to tell whether they’re alive or dead.
“Well… notarization… is only possible when the contracting parties have the clear ability to express their right to self-determination…”
Jose Luis managed to get the words out.
“Is the notary public saying that my contracting partner now appears to lack the ability to express his or her intentions?”
At the insistence of his client, Jose Luis turns his eyes once again to look at the cartel boss.
Anyone can see that it is not in good condition.
“that is….”
“If it can’t be done, say it clearly.”
The client looked at him with sharp eyes.
It was as if he would kill me at any moment if I said no here.
“Ah… Then let me check the contract first.”
Nod.
When the client nodded, Jose Luis had no choice but to start looking over the contract.
Surprisingly, there were no problems with the contract. Even the price was almost the right price, so it seemed like there would be no problems as long as the taxes were paid properly.
Can a person in this condition properly receive the deposit?
But wasn’t the contract not important to Jose Luis right now? His own survival was the priority.
What is a notary public? A person who represents the contracting parties and the government in a transaction. It is a job that must remain completely neutral.
“First of all, there is no problem with the legal effect of the contract… . Now, if the contracting parties agree to each other, the contract will be notarized and recorded permanently.”
Contrary to his feelings, he quickly processed the notarization.
The client would sign at Jose Luis’ signal, and in the case of a cartel boss, a soldier behind him would come forward and forcefully grab his hand and make him sign.
Ah… Is that signature just a hasty signature? Then there will definitely be problems later on… . No, that’s not important in the first place, so what good will it do to think about it now?
“Is it okay now?”
“… Ah, yes. This concludes the contract…”
Taang!!
Jose Luis answered as a gunshot rang out next to him.
When I looked up in surprise, I saw the cartel boss lying on the ground. Red blood was flowing down from under his head.
It was clear that he was truly dead.
“Mr. Jose Luis.”
The client suddenly called his name.
“Yes… old!”
Jose Luis’ hands were trembling as he answered.
“Let’s go now.”
The client stood up from his seat.
Going… Where? Are you… going to die?
Jose Luis managed to get up by forcing his legs to stay upright.
Fortunately, however, Jose Luis was able to get back out to the main entrance of the mansion.
“Mr. Jose Luis, I ask for your continued support.”
The client’s final words. Jose Luis thought that those words were the most pleasant words the client had ever said.
“Ah… No! I’ll do my best to finish it!”
“Thank you. I will believe you.”
